how to build an SQL database?

I'm not sure if I am posting in the right section, but I was wondering if anyone out there could help me, I would like to know how I could make an SQL database suitable for say an arcade script?

What exactly do you need help with? Table design? Physically creating the tables?
What database engine (MySQL or SQL Server)?
